Intellectual Property Rights require the provision of adequate mechanisms for their indemnity against infringements. Among them, the phenomena of piracy and counterfeiting are considered serious, multi-faceted policy problems. In this essay, two examples of the so-called “institutional enforcement measures” for IP rights are analyzed, both EU-wide (the Observatory of the EUIPO) and in the case of Spain (the Intersectoral Commission).
